Simmer

To keep a liquid just below boiling point, usually in a pan on the hob, eg simmer the sauce until it starts to thicken.

Simmer vigorously

To heat a liquid to just below boiling point, where the surface of the liquid is very agitated, but not boiling.

Simmering point

The temperature of a liquid when it is heated to just below boiling point.
